[tex-live] tlmgr persistent downloads

We pushed out a new version of tlmgr today.  The most notable change is
that "persistent" http (1.1) connections are used by default.  It
automatically falls back to the previous one-at-a-time connections if
the persistent stuff fails.  Hopefully this will speed downloads.

We've also started to maintain a list of high-level changes in the
updates of tlmgr, at http://tug.org/texlive/tlmgr-news.html (linked from
tlmgr.html).
