Are you talking about utf8 or utf8x (≈ ucs) here? The former is part of the LaTeX kernel; the latter has not been improved since 2004 and is unsupported, perhaps it should even be added to the l2tabu document. If you want Greek, Japanese or similar, you probably should not be using pdfTeX at all.
