If I'm correct, the syntax of mktexfmt is
mktexfmt foo.fmt etc. The extension is necessary.
You have to use fmtutil if you need the option --fmtdir.
mktexfmt is a symbolic link of fmtutil, however the
syntax in the mktexfmtMode is different.
