After a fresh install yesterday 2010-06-09:

e:\user\siart>tlmgr show a2ping.win32
package:     a2ping.win32
category:    TLCore
shortdesc:   win32 files of a2ping
installed:   Yes
revision:    16044

At present I get

e:\user\siart>tlmgr update --list
tlmgr: package repository ftp://ftp.cstug.cz/pub/tex/local/tlpretest
tlmgr: no updates available
