[tex-live] [pretest] 'tlmgr option' doesn't show default autobackup information

So there are no backups. Thnaks for spotting, there was a point missing
in the installer to make sure that the autobackup settings are
propagated to the local tlpdb.

So from now on (tomorrows rebuild) new installation should have it,
and it will also be shown.
