so you can't, it seems, run lyx with the koma-script package scrbase.
this is a problem for lyx to correct, though you could make a latex
export of your document and compile it with pdflatex or whatever.
if the problem still occurrs with pdflatex, report it to the koma-script
error report address (i fear i don't know that, but it's probably
available on the web somewhere.
this is not (a priori) a tex live bug. difficult to be sure whether
it's a lyx bug or a koma-script bug, though.
(lyx isn't part of tex live, and the tex live people regularly -- and
rightly imo -- refuse to debug packages.)
