[tex-live] textlive seems to ignore top of home tree

I didn't think it is such a drastic change, all what I was thinking in
is moving $HOME/.texlive2010 to $XDG_CACHE_HOME/texlive2010 and
$HOME/texmf to $XDG_DATA_HOME/.local/texmf, or something as simple as
that.
