[tex-live] [pretest] Missing "TeX Live Manager" menu entry if "Add shortcuts to menu and desktop" fixed to "No"

Hello,

I tried an install on Windows (Vista) with "Add shortcuts to menu and
desktop" option fixed to "No". The result is that, in the main TeX Live
2010 menu, there are just:

  * TeXdoc GUI
  * TeXworks editor

entries and that:

* DVIOUT DVI viewer
* PS_View
* TeX Live documentation

and, more important:

* TeX Live Manager

entries are missing!
