I think, this is the job of the format kernel, at least of a
package to manage the additional resources of pdfTeX
(\pdfminorversion, \pdfcompresslevel, \pdfobjcompresslevel,
\pdfpageresources, ...)

Otherwise we would end up with \pdfmaxminorversion,
\pdfminminorversion, ...
