This problem does not impact on the ^^ified packages:

\documentclass{book}
\usepackage{fvrb-ex}
\usepackage[slovak,USenglish]{babel}
\usepackage{paresse}
\begin{document}
test
\end{document}

still works with the ^^ified packages.
