you contrast the public and the private space.

buying a new computer for my wife, recently, i found that a 1.5tbyte
main disc on the machine was acceptably priced.  if she was into tex,
two complete copies of tl would hardly be noticed.

by contrast, ctan is

17032580        .../ctan/tex-archive

on this central site, and for sure

2806448 .../ctan/tex-archive/systems/texlive

is a noticeable chunk of the whole

as galbraith didn't quite say: private affluence, public poverty.
