If you don't have or don't want to use TeX Live Utility, it just uses the
disaster recovery script discussed here:

http://www.tug.org/texlive/tlmgr.html

You can download 
http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.sh and run
it to get tlmgr in a known good state.
