Who knows.

In the old times we had
	xmltex          pdftex  language.dat    &latex xmltex.ini
	pdfxmltex       pdftex  language.dat    &pdflatex pdfxmltex.ini
so it was based on the latex format. THat could create some problems,
so we moved the loading of latex.ini into the xmltex.ini files.

Should I add the *?

I don't have any opinion on that.
