It hasn't been updated since 2005/07/05 (nearly five years), and it is
"author-maintained", so there's no way to switch the maintainer
without the consent of the author (please check the LPPL).
As you know, Martin, the LPPL defines an explicit process to switch
maintainers in the absence of an active author. So, as Robin said, you
are actually in touch with Cochran, so you know he's not absent? Cool,
if so.
More importantly, anyone (whether the lppl maintainer or not) can
release a modified version (otherwise the lppl would certainly not be a
free software license). And the filenames do not have to be changed.
What has to be changed is that the files unambiguously identify
themselves as modified versions, etc. (Section 6 of the LPPL.)
Of course, it would be better to talk to Cochran and get him to
explicitly abandon it, hopefully in favor of someone else.
The most important question is, is anyone actually proposing to take
over subfig?
