[tex-live] Changes for 2010?

I know this is not the place to request a packaeg. I was hoping to find 
people that would like to help. I need at least a native Japanese 
speaker to understand all the download pages to figure out the licenses. 
Hoped to find one here... perhaps via the pTeXLive connection. I will 
also post a request to find people to help on the main TeX list.
