[tex-live] tlmgr update problem

Collection-xetex.  I just picked one from the list in my original message,
which was snipped heavily.  The list of failures is ~600 lines, with 2 per
failure:

I can try reproducing this tonight, if needed.  I still have the source files
for the install, and can easily connect to VPN while running an update.
