[tex-live] Tlmgr Is Auto-Installing Forcibly Removed Packages

Hi:

This afternoon (2010/04/01, about 4pm CDT), when I ran
   tlmgr update --self
and
   tlmgr update --all
a large number (~120) of packages that I previously forcibly removed
were auto-installed.

I then ran
   tlmgr remove --force
on all those packages. Finally, as a test I ran
   tlmgr update --list
and it listed all the packages I had just forcibly removed.

Is this a bug, or should I be doing something (perhaps some
new option for "tlmgr update")?
