[tex-live] xfrac.sty depends on latex3

Note: I'm the author of said package. It is true that the xfrac
package depends on expl3 etc. Other parts of the mh packages will soon
also require expl3.

Just leave it as it is - the default for most TeX Live users is to
install the whole shebang anyway...
