I'd prefer to show David C a patch.  Can you send me a diff against the
existing miniltx.tex?

Will's reply in that forum post that tex-live isn't the right place to
report these things is correct.  But in this case, I don't mind asking
David about the change, since I've talked with him about similar things
in the past.
