[tex-live] TeX Live Manager update does work because of obsoleted records in tlpdb

Note that the eventual plan is to allow updates between years; TL'08  
was the first year the update mechanism was introduced and  
logistically it was too hard to operate without creating the hard  
division between '08 and '09. With any luck -- right, all? :) -- this  
won't be the case next year.
