Probably nothing. The problem is that it's hard to represent a 
situation like artistic/gpl in tex catalogue. So your package was 
labelled as artistic (cf. the package fancyvrb was labelled as 
artistic2). And artistic1 is not accepted as free. I'm glad that your 
package could be used under gpl also.

It seems tex catalogue should be corrected somehow.

AFAIK perl is under artistic/gpl1+, not artistic/gpl2. (In particular, 
it's compatible with gpl3).
