[tex-live] tlmgr: No internet access detected

    Occasionally when I run 'tlmgr update' I get the error message "No 
    internet access detected, but a local copy of the remote texlive 
    database has been found."  I think "No internet access detected" should 
    be replaced by something more informative, such as "Unable to download 
    the remote texlive database".  Maybe the message should also suggest 
    trying a different mirror.

Thanks Ken.  I changed the msg along those lines.  I should probably
write a dedicated web page about mirror handling, but not right now ...
