[tex-live] Misplaced context files

The following files are listed in texlive.tlpdb as
belonging in the documentation tree of context (very
deep in texmf-dist/doc/context). However in
context.doc.tar they are not in any directory and end
up in my TeX Live root directory:

   dvipdfm-texnansi-test-test.map
   dvips-texnansi-test-test.map
   texnansi-demofont-capitalized-750.tfm
   texnansi-demofont-capitalized-750.vf
   texnansi-demofont-extended-1500.tfm
   texnansi-demofont-extended-1500.vf
   texnansi-demofont-slanted-167.tfm
   texnansi-demofont-slanted-167.vf
   texnansi-demofont-unligatured.tfm
   texnansi-demofont-unligatured.vf
   texnansi-raw-demofont-capitalized-750.tfm
   texnansi-raw-demofont-extended-1500.tfm
   texnansi-raw-demofont-slanted-167.tfm
   texnansi-raw-demofont-unligatured.tfm

Could this be similar to the long-line problem with tar we
had for the pgf package? Or is it just a packaging mistake?
