Herb,

    could the graphic(x/s) package automatically load epstopdf if
    pdflatex is being run and shell- escape (e.g., via the
    --shell-escape option) is explicitly invoked?

It could be done.  (In fact, uncommenting the code in graphics.cfg will
achieve that effect.)  But the documentation and news gets snarly then.
I don't want to plunge back into the morass.
