Please unset these variables.

Then open a cmd.exe window (shell, erminal, DOS prompt however you call it)
and run and show us the output of
	kpsewhich -var-value SELFAUTOPARENT
Then run
	mktexlsr
and then
	tlmgr generate fmtutil
and retest.
