Hi Johann,

Thanks for the report, but please direct usage questions like this to
texhax at tug.org in the future.  This list is specifically about problems
in TeX Live itself, not general package questions.

Anyway:

    because of a strange % in generated minimal.bbl:

That is what normally happens with long unbreakable strings being output
in the bbl file.  It is a problem in BibTeX; see end of this entry:

One workaround is to define a \urldef for the url:
http://www.tex.ac.uk/cgi-bin/texfaq2html?label=setURL

    The problem does not occur with TeXLive 2008.

The citeURL faq entry says that the "%<eol>" is removed by current
hyperref or url.  Maybe there is a bug in that recognition, maybe
something in babelbib is making the recognition fail, maybe something in
babelbib has changed in general.  I can only suggest narrowing down the
problem to babelbib vs. hyperref and then writing the appropriate
author.
