"nomodify, or else rename" is a silly requirement IMHO. But it's the
same condition that apply to plain.tex, AFAIK.
(The public domain statement applies to TeX, the program, as well as
MetaFont and the CM fonts, but I couldn't find an indication that it
literally applies to plain.tex, too.)
