It really has to be solved very carefully. For instance, there are two
files named czech.sty and slovak.sty. One of them is used by plain,
the other by LaTeX/babel. The files are distinct because plain does
not understand babel macros. And plain TeX users do not need the whole
babel engine. Both files should remain in their directories using the
same names because too many documents depend on them. It is done in TL
so that both plain and LaTeX/babel find the correct files and
everything works.
