[tex-live] texlive 2009 xindy make-rules compile problem

Just update your sources with Vladimir's new files.  Except in light of
Vladimir's info ...

  it is not necessary to build the xindy-make-rules package as part of TeX
  Live build, because the files it generates are included in the TeX
  Live's texmf tree, and they are platform-independent.

... you do not need to build the rules at all.  So don't, and the
problem goes away.
