[tex-live] tlmgr has weird characters

We don't provide the cat/nroff version, only the man page source.
So I can only guess that it is something about your man program.
FWIW, it doesn't happen for me (man 1.6d on centos 5.4).  The tlmgr.1
file just has ASCII | chars.
