Port 10 is not involved in our scripts, anywhere.
All it is doing is downloading stuff over http -- the usual port 80.

    install-tl --location http://mirror.example.org/its/ctan/path/texlive/tlnet

You have to use an actual CTAN mirror site and its top level directory.
Not that example path.

If you just run "install-tl" with no options, it should find a nearby
mirror (http://tug.org/texlive/quickinstall.html).

Beyond that, we tried to describe the different ways of getting TL at
http://tug.org/texlive/acquire.html.  If there is no joy with
install-tl, perhaps some other method will work for you.
