[tex-live] texlive 2008 update --all loses update.cfg, help?

Also would like to show y'all this. It finds my binaries OK, but it goes bananas on the following texconfig script:

tcfmgr()
{
  setupTexmfmain
  "$MT_TEXMFMAIN/texconfig/tcfmgr" "$@"
}

Is there any issue with TEXMFHOME=~/Library/texmf? That seems to be the only nonstandard thing I do.

I'm really baffled as to where to start debugging this. I mean, I really have done a tlmgr update all many times with no issues. I only have one tex install. It's pretty vanilla.
