[tex-live] dvipdfm(1) segfaults since latest update

...because in dvipdfm.c's main(), kpse_set_program_name() is only called
if HAVE_KPATHSEA is defined, but that's not the case.  That's probably a
regression introduced with the new build system.

The attached patch seems to fix the problem for me.
