Forgive me; I've been distracted with the present crisis.  I've just
read the file: it *is* a problemmatic statement.  My view would be that
while we hold things from the past when the importance of a license was
not understood and so they don't have a proper license, this swings
entirely the other way.  I guess I'd vote to delete it, myself.
