[tex-live] tlmgr feature suggestion

come to think of it, this is a bit difficult, unless one runs tlmgr as 
root, which is not quite recommended.

BTW: how does the installer handle this? i.e. how does install-tl handle 
  "create symlinks in system directories" if LaTeX is installed by a non 
root user?
