[tex-live] install-tl with network location, but without sneaky updates?

THat does not work. you can create a tlnet distribution from DVD by
calling tl-update-containers (available in tlpkg/bin) and then export
that directory via http. Then use that as installation location. As long
as you don't do any updates the clients will not have any updates.
