we already have this sort of problem with mactex; every time it's
updated, every mac user in the world seems to descend on the core sites,
and usage jumps.
indeed. the other two ctan sites already throttle their traffic, so
adding load merely makes things run more slowly.
i've avoided throttling, so far ... but at about \euro1000/month network
charges to the department, this isn't necessarily sustainable. i would
not be surprised if management instructed me to limit transfers, soon.
