To install a basic miktex from an usb: download
basic-miktex-.....exe and run it.
To install a complete miktex from an usb: use the net installer with
the options --download-only and --local-package-repository=dir to
move all packages in a folder on the usb. Or if you have a dvd with
a CTAN simply copy all the miktex packages. Then use this folder as
local repository.
I'm rather sure that this is all possible with TeXLive too.
