[tex-live] License of lamsarrow.sty

Dear Michael,

we from the TeX Live Team have found that the file lamsarrow.sty
shipping in the pb-diagram package on CTAN  seems to be undistributable
in TeX Live, and has root in your LamS-TeX:

I am not sure whether Texplorators Corporation still exists, but since
it seems that you are the main author we would like to ask whether you
confirm that licensing issue (ALL RIGHTS RESERVED), in which case we
have to remove it from TeX Live, or if you would be so kind and
re-license it to some open license (e.g., LPPL).
