[tex-live] texconfig conf -> tlmgr conf

Hi all,

following McD most valued suggestions I have implemented
	tlmgr conf
which should give the same output as
	texconfig conf
(but the fact that I do not search for config and XDvi for now, but
that should be easy to fix).
