[tex-live] Error from tlmgr

Tlmgr was working as least as late as yesterday but today I get:

   [C:\work\texlive]tlmgr update --list
   tlmgr: installation location ftp://ftp.math.utah.edu/pub/texlive/tlnet/
   DEBUG: writing out tlpdb to
   C:/TL/2009/tlpkg/texlive.tlpdb.1da130f6b262e086f5ada9e8e64d925a
   Can't call method "revision" on an undefined value at
   C:\TL\2009\texmf\scripts\texlive\tlmgr.pl line 1612.

This is a Windows XP installation. The tlmgr version is:
[C:\work\texlive]tlmgr version
tlmgr revision 14319 (2009-07-19 14:29:38 +0200)
tlmgr using installation: C:/TL/2009
TeX Live (http://tug.org/texlive) version 2009-dev

This same error happens even if I revert to an earlier version
of tlmgr. (By this I mean I fetch and run the update-tlmgr with
an earlier revision number that was working yesterday.)

This error also happens for tlmgr update --all. It does not
happen with commands like
   tlmgr version
or
   tlmgr help
