[tex-live] tlmrg error after latest update

I just updated tlmgr with
   [C:\work\ctan\texlive]update-tlmgr-r14251.exe

And then tried
   [C:\work\ctan\texlive]tlmgr update --list

Which produced the following error message:

Can't locate open.pm in @INC (@INC contains: C:/TL/2009/texmf/scripts/texlive
C:/TL/2009/tlpkg C:\TL\2009\tlpkg\tlperl\lib C:/TL/2009/tlpkg/tlperl/lib .) at
C:\TL\2009\texmf\scripts\texlive\tlmgr.pl line 59.
BEGIN failed--compilation aborted at C:\TL\2009\texmf\scripts\texlive\tlmgr.pl
line 59.

In fact, all tlmgr commands fail, even tlmgr --version, as well as
starting the gui from the Windows Start Menu

Afterwards I ran update-tlmgr-14230.exe (hoping to restore the previous
version). Now tlmgr is acting normally again.

My system is Windows XP, SP3.
