[tex-live] epstopdf updates for tl testing

OK. I have downloaded them from Master directory and copied 
epstopdf.sty, epstopdf-base.sty to [...]/texmf-dist/tex/latex/oberdiek 
and graphics.cfg to [...]/texmf/tex/latex/config. But I get:

I am sure I am missing something...

Anyway, entering the file manually, works and works as expected: no 
conversion if files exist and what exists is used!
