[tex-live] Error running install-tl.bat

I'm running Vista 64-bit and am trying to install the pre-release of
TexLive2009.  I have downloaded install-tl.zip, extracted, and tried to run
install-tl.bat.  However, it immediately exits:

\SSH was unexpected at this time.

No matter what CLI options I include (even -help or -version), this is the
same message given.  I've also tried to provide a -location.
