No.  cmtt8 is a "normal" Type 1 font and so the mktexpk stuff should not
matter.  As Akira said, presumably the problem is that cmtt8.pfb is not
in pdftex.map.  Edd, you'll need to look into how you deal with that.
It is fine in our map files.
