[tex-live] Pretest: Nothing to update

This is another very minor cosmetic issue; I don't know if it's a bug or 
a deliberate design decision.

If I give the command 'tlmgr update --all' and there are no updates 
available, tlmgr reports "Nothing to update" if the installation 
location is on the disk, but it doesn't give this information if I use 
an internet location.  I personally would prefer to see "Nothing to 
update" in all cases.
