Strange. Did you put the files I attached into 
	C:\Users\chesky\Downloads\Text\TeX\install-tl-09\......
so TLUtils.pm and TLWinGoo.pm into
	C:\Users\chesky\Downloads\Text\TeX\install-tl-09\tlpkg\TeXLive\
and install-tl into 
	C:\Users\chesky\Downloads\Text\TeX\install-tl-09\install-tl
??

Because it seemed that you are still using the same code as before.

And, even more strangly, now it worked ...

Yes if you can, please:
- really replace the files as above
- select scheme minimal and add collection-xetex
- send install-tl.log and texlive.profile, as usual.

Although, I am a bit surprised that now it is working ...
