[tex-live] pretest: install hangs (was re: path not set)

Just tried a new install of TL’09 pretest this morning under Windows
Vista.  Install command was
>	C:\…\install-tl>install-tl-advanced -location ../tlnet
I made a local mirror yesterday, and checked this morning if
install-tl.zip had been updated since then (it hadn’t).

After it installed the packages and began the post-install, it gave me
this error message:

(I snipped the full path for clarity.)

The first line, “running path adjustment actions”, is there in the GUI
window, leaving me the option to wait or press “Cancel”.  I think I
missed this before; it’s likely been the cause of other post-install
actions not happening.
