[tex-live] pretest: Windows shortcuts not created, path not set

Having a switch is fine, but it would be preferable to choose this
automatically instead of failing without notice. The install script
should check in advance if it has write access to the All Users' Start
Menu folder and the Local Machine hive, and warn the user in the
negative case.
