[tex-live] pretest: texdoc problem

Strange, this works for me (XP in virtualbox). OTOH with 'start ""' in
texdoc.tlu, it opens another command prompt instead of pdf. I only
tried with 'texdoc texlive-en'. Does the problem occur only for
csquotes or any pdf doc?
